when the internet gets to a point where large censorship and/or restrictions occur, people will want access to that information and so a second world wide network will be built. since the internet at a basic level is just computers connected to each other, it will start as small isolated networks of computers only connected solely to eachother in different parts of the world and will expand over time connecting different hubs similar to how the first internet was created and evolved. http or other communication protocols would be used to access these sites and their information. 2ndnet may or may not be interconnected to the first internet and over time it may replace the first internet as the primary method of information access.
