all talk and no action is a description that can be applied to the chattering cl-sses, certain politicians, incompetent managers, just about anyone who talks a lot, usually rubbish or irrelevancies, about a problem or situation but does sod all to resolve it. it can also be applied to males or females who talk a lot about s-x, but when it comes down to getting physical run a mile
