an individual who sees fit to harm those of weaker physical or mental stature. moreover, being that bunnies are among the smallest, harmless, most defenseless creatures, bunny kicking is the act of hurting someone or something that could never hurt you, would never want to hurt you and is vulnerable to your abuse.

–implication that the above-described mean person has issues.
–can also be used light-heartedly for the occasional mean outburst that all humans suffer from.
there was absolutely no reason for him to yell at her in front of her friends. his career is suffering, so he is taking it out on her. he’s such a bunny kicker!
