there has to be a proper reason to mutilate (cut, make harm, alter) the genital.
cutting of the genital because it reduces the risk of infections, helps to clean is not a proper reason to mutilate the genital.
“proper” means : if it makes harm or if there is a potential threat to the life or organ(s) ex: a cancer , not functioning properly (like if the organ dead) etc.. then that’s a proper reason to mutilate the genital.
