this is typically due to a small, independent development team.
crowd funding and cool-looking public goals that are proportional to the amount of money the public puts in are also common among dev wh-r–ish subjects, as is hype.
this is more-or-less blue b-lls pertaining to any t-tle of media.
many independent video games tend to be development wh-r-s so that people stay interested!
