to achieve an impossible task with the use of industry wide talent and a nearly unlimited budget. the phrase originated in ibm’s research and development department during the glory days. the phrase is an anecdotal example once given that if you have enough money and talent you could build a machine that will put a “goat on neptune”. it’s use is near extinct now since most of those guys are dead.
engineer: how are we going to design a computer that fits into single cabinet?

boss: you have all the resources you need. just put that goat on neptune.
