being able to use an hov lane legally due to lesser restrictions placed during certain hours. usually used in the context of using the lane right before the stronger restrictions come into effect.
for example, if an hov lane is hov-2 from 4-6pm and open to all traffic at all other times, leaving work no later than 3:30pm with a single occupant in your vehicle would be termed “hov positive”
