label given to the new orleans victims of hurricane katrina who relocated to houston under the pretense of one day returning to the crescent city. this group primarily includes the poor, black, and undereducated from the most dest-tute areas of new orleans. after more than an entire year of attempting to deal with the influx of inst-tutionalized poverty the residents of houston are growing impatient and frightened, especially after seeing a severe spike in violent crime.
