some one who wears there hat barely resting on the top of there head, usually off to the side or backwards. a kosmatka is w-ngster of extraordinary ignorance to reality. they are usually of asian decent.
kosmatka: “herro prease’ i rook rearry coo in my hat”
guy1: “why does he have his hat like that? he looks like an -ss..”
