noun – an act of legislation, at any level of government, which effectively reduces the power and influence of that government and its officeholders. such a reduction is preferred, but not required, to be either substantial or the original legislative intent.

a combination of “negative” and “legislation,” negislation references the crucial distinction between the positive and negative powers of government as set out in the const-tution of the united states.
the p-ssage of medical marijuana laws in various states would be considered negislation because they represent a net reduction in the power of government over the lives and personal choices of individual citizens.
