1) one trained in the professional arts of niganeering.
2) the one person working while the other 10 stand around.
3) one certified to provide a plan for the simplest tasks, usually employed by a major corporation.
after losing my m-ffler i had to consult my professional niganeer (pn) who wrote a plan for using duct tape and 2 pieces of wire to fix my problem.
