us army terminology utilized to describe a person or people who ditch work/responsibility in favor of taking a nap and then planning some type of criminal behavior thereafter. akin to the phraseology “chillin’ like a villain.”
soldier #1: hey, have you seen private snuffy?
soldier #2: nah, dude, i think he went to take a nap. he said something about a plan to steal mre’s out of the supply room and sell them on ebay.
soldier #1: ah, so he is shammin’ and scammin’?
soldier #2: yep.
