a person who is a habitual heavy drug user but can financialy support themself , does not steal from friends and family , can have large amounts of drugs and not use it all or kill themself but still has a very large drug addiction problem. many top drug dealers are tier one addicts .
rick is f-cked up all week on c-ke but still pays his bills , is a man of his word and never stole a dime from anyone hes a real tier one addict ……
