a blocky, pixely, and blurry quality of a particular video on the internet or the vision of a drunken person
example 1:
person 1: “hey did you see steve in the the background of the new video?”
person 2: “nah, the video is in youtube quality, so he looks like a blur.”
example 2:
person 1: “do you remember when jesse jumped off the roof of your house?”
person 2: “kind of. i think was seeing youtube quality at the time.”
