a person who is addicted to getting tattoos. these people are always in search the newest and coolest designs, or designing the next tattoo. if they see a great design they must go and get that one.
bill got a great tattoo; it is a very unique design. joe, the tattoo wh-r-, saw this and got a tattoo just like that one. joe has done this to all his friends and they angry that he is “taking” their tattoo’s uniqueness from them. this is why he is a “tattoo wh-r-.”
