a person who is a complete idiot/d-ckhead/tool/r-t-rd all the time (as opposed to part-time or just some of the time). this term especially pertains to people in the workplace and those that contribute negatively to a team/group of individuals.
these individuals are often found in sheltered workshop type places of employment -government inst-tutions/universities and other bureaucracies. the ftfw may have been employed is this place for far too long, yield far to much power, slack/lazy employee or just be a plain waste of sp-ce.
