originates with a 1997 incident in which several new york city police officers sodomized haitian immigrant abner louima with a plunger in the bathroom of the 70th precinct station house.

one of the officers was claimed to have uttered “it’s giuliani time!” during the -ssault, referring to the mayor of new york at that time, rudy giuliani. the claim was later retracted, but the phrase stills finds use as a reminder of mayor giuliani’s morally questionable approach to crime in new york.
