an all-purpose, politically correct, entertainingly spoken phrase to express legitimate (or sarcastic) joy towards another person’s circ-mstance.
origin: coined by a two-year-old named emily, in her best effort to say “happy birthday.”
joe: “hey bob! i got that promotion you hoping for!”
bob: “happy to ya, joe.”
