the platt amendment was what mr. hand (played by ray walston) was teaching his history cl-ss when jeff spicoli (played by the best actor but also real life d-ch- bag sean penn) ordered a pizza to the cl-ss room. it had to do with cuba or something.
“the platt amendment is very important students, blah blah blah. mr spicoli why is there pizza in my cl-ssroom?”
