a non-engineer who is installed as a traffic planner or other utopian public works government position, who is not qualified to make sound technical nor financial decisions, and/or makes decisions by political agenda instead of facts.
the mayor hired a sociologineer as head of the traffic department- she has only a “social ecology” degree and tells the engineers what to design. the sociologineer designed the housing project, and now it’s abandoned.
