something can be too aggressive in a good and a bad way. generally things that are extreme are too aggressive. it is essentially the extreme elements of anything.
if you spoke to a very hot girl and you were super drunk but somehow pulled out gold, thats too aggressive.
if you got spammed by like 500 spammers all at once, thats too aggressive.
