is a belief that, tyranny is but only evil when its wrath is directed towards the innocent, but it is also good and just, when employed as a means for attaining a just end for the suffering of the innocent and the vanquished. therefore, tyocracy maintains that the evil element in -ssociation with the concept of tyranny lies not in its inherent disposition. hut rather it lies in the intent behind its application.
