used sarcastically, normally as a congratulation for someone achieving something diabolically simple, or for grasping the absolute and complete obvious. it’s origins are based on any organisation that, in the absence of better ideas, or prizes of any real value, would give a cheaply manufactured metal badge as a token reward.
