2. an empty police car parked on the side of the road to discourage speeding. sometimes with a newspaper suspended from the headliner, a cardboard cutout as described in 1, or a box of donuts on the dashboard.
there was a cardboard charlie on the turnpike tonight. it was obvious as the windshield was covered in more salt than an admiral’s n-ts-ck.
