councy: the most widely used definitaion of councy is being bounced from one social housing estate to the next,the main offences are: (a) sh-tting in your neigbours yard..

unfortunately the main criteria for getting on the sh-tty council board,which is why the council is still a sh-t place to live,is because you either (a) have to have one to fifteen kids or (b)no job(c) a major att-tute problem and a drug or alcohol habit(d) a previous history with the local police..if you are single and civilised you do not qualify..
funny enough,these people like to be known as working cl-ss heroes,eventhough most of them do not work,and if they do get work it is of very little benefit to society and sporadic at best..
