1. a term coined from george orwell’s critically acclaimed dystopian novel “1984” that refers to a nonexistent idea used as a scare tactic by a person or an organization. such a device is used as a public diversion from a situation at hand as the “antagonist,”emmanuel goldstein, was in orwell’s book.
