similar to the hat tip in blogging, where one links to the source of a story by hat tipping.
here, the source is found on twitter, hence “hat tweet”, which can be done 2 ways: the words “hat tweet” link to the actual targeted tweet, while the target name is linked to the target’s website.
the 2nd way is to simply link the entire “hat tweet to so’n’so” to the targeted source tweet on their twitter page.
