a howder chout is a type of person who refuses to listen to any advice anyone can give to them or do as instructed by an elder or someone else in charge of them. a howder chout is also a incredibly annoying person who always thinks that they are correct and are generally incredibly ignorant, worse than many black people and rednecks. to call a person a howder chout is an extremely mean thing to say, worse than calling a girl a c-nt.
