1. nepotism plus hypocrisy masquerading as democracy. 2. any political system where nearly all politicians are closely related to other politicians by blood or marriage.
the election of nepocrats in illinois, such lisa madigan, richard daley, todd stroger, emil jones, jr and dan lipinski, to name but a few, makes illinois a functioning nepocracy.
