a tendency of an employer to tell an employee that they support employee career development and new opportunities, while giving bad recommendations whenever a new opportunity arises, whether inside or outside of the organization. the reasons may range from the employee reportedly being too valuable to lose; i.e., the employee is doing a job n-body else wants to do, or the employee has technical skill n-body else possesses, to the employer wanting to punish the employee by keeping them at the job, to needing the employee to meet some kind of policy requirement.
