a person who is always showing off the shocker hand symbol (see shocker) in photo opportunities. typically photos are in a bar setting or drunken stupor. typical shock-off is overweight or juice-head male who has never given and will never give the shocker in real life. (to show shocker hand symbol, open all fingers except clench the ring finger in fist position.)
