a term used to describe a situation, a person, a store, a restuarant, an item, basically any noun, that is of dubious character

used to define anything out of the ordinary, definitely not normal. can be used in various instances with the usual connotation of drug behavior, however it doesn’t have to.
ordering stuff online can be sketch sometimes, there’s always the possibility it won’t arrive as promised.
