actually making it a point to cause as little civilian casualties as possible when striking with air craft. the opposite of this would be to slam two f-cking planes into a non-military, civilian filled, place of business, in the middle of new york. or did we forget about that?
a strtegic air strike is used to prevent the loss of innocent life.
a terrorist air strike is meant to specifically target the innocent. (as americans, we feel this version is immoral.)
