a velper is someone who rides a bicycle at night with wheels and or frame covered in led lights. origins of this term and inception of the led bicycle references venice california this term has spread worldwide and so anyone who puts led lights on their bicycle are considered a velper
we are in venice california and at sunset all the velpers come out on their bicycles.
