verb- (to) define, or re-define, voter districts with the primary intent that citizens themselves quorum upon boundaries best suited to their needs as a community. this concept does not necessarily require contiguous geographic boundaries within a selected population; however, it would solve the problem of partisan disenfranchis-m-nt traditionally achieved through gerrymandering.
