it is a cantonese word refers to “f-cking r-t-rd chinese especially those from the north of china.” it sounds like “lau.” there are a couple of other cantonese words you can use with this word to specify what kind of people they are. for examples, “撈閪” and “撈b” means you north chigger c-nt; “撈仔” means dumb-ss awkward boys from wild north.
