a device for deciding it is hotter than a thermometer indicates. a reciprocal device of wind chill factor apparently.
a recorded temperature is, for example, 28 degrees celsius, but for the sake of alarmism a weather report will state the “apparent” temperature as at least 10% higher. it is obvious they must have an apparentometer.
