a duplicitous use of words. designed to say something while providing an opportunity to do the opposite of what is said while being able to say the original thing was true.
in his address to the joint session of congress, president obama geve himself a builtinout when he said healthcare would not be provided for anyone here “illegally”. if he were to grant them legal status as part of his upcoming immigration reform, they wouldn’t be her “illegally” would they?
