someone who is dressed appropriately for a business meeting or formal gathering but is also wearing clothes/accessories a thug or hipster would wear.
wearing dress pants with a collar shirt and tie would be the business part while also wearing a chain or necklace and flashy sungl-sses and hightop shoes and a sideways hat would be the thug part of the ensemble.
