short for “charity mugger”. mildly insulting reference to the poor, exploited souls (usually impoverished students) who are obliged to approach people in the street, in order to collect money, donations, or subscriptions for charity.

licensed charity muggers with coloured tabards and clipboards laying in wait on every high street in the land to pounce on you and relieve you of your dosh by pressing all your guilt b-ttons and making you sign up to their cause.

the person standing on the street corner with a sign or a d-mn annoying bell, and a sad story to tell. these people are unavoidable blocking paths and doorways or walking up to the open window of your car on a hot summer day. they make you feel like a bad person because there are starving children, sh-tty schools, sh-tty parents, and all these horrible things in the world. and you just ate a cheeseburger and bought your fourth cell phone this year.
“don’t go through the circle today. those f-cking chuggers are there……again”
those charity collectors that stand on street corners pratically mugging you to give donations, hence chuggers instead of muggers
that fluffy f-cking bear holding the tin cup just chugged me for a ten dollar donation, f-cking chuggers!
british slang: those often irritating ‘charity’ representatives who approach you on the streets, encouraging you to provide credit card details for making monthly donations towards certain charities.

the ‘chuggers’ are trying to get you to quickly swallow the whole line they’re pitching – hence ‘chugger.’ typically, the chuggers receive half of everything you agree to give and the company takes another 40 percent, leaving only ten percent for the real charity.
