chutzpah

chutzpah amounts to a total denial of personal responsibility, that renders others speechless and incredulous, one cannot quite believe that another person totally lacks common human traits like remorse, regret, guilt, sympathy and insight.
good example of chutzpah:
“mikhail b-gdanov, russia’s deputy foreign minister in charge of middle east issues, told a meeting of eu amb-ssadors in moscow last week that the reconstruction of syria would top the agenda very soon, according to european diplomats. he said “tens of billions of dollars” would be needed, while warning that “nothing” should be expected from russia, the diplomats said.”
1. unmitigated effrontery or impudence; gall.
2. audacity; nerve.
