someone who likes to control dorm life to the fullest, and loves power so much that he (or she?) will actually set up and encourage situations of absolutely chaos so they can set the law and act like they are preserving order.
generally, dorm dictators are very fat and ugly and never can get s-x, so they will sabotage anyone else’s chances at such activites.
