common aspects of a failpaper:
1. resized one way but not the other (i.e. stretched out)
2. resized from a sh-tty 200 pixel image to be a 1600 x 1200 wallpaper.
3. made in ms paint.
4. saved as a jpeg at the lowest possible quality.
