someone who picks on someone smaller than them because it is easy to do.
this comes from the common phrase “wouldn’t harm a fly”, which refers to someone who is so peaceful, they wouldn’t harm a fly. (that is pretty obvious, but this is a dictionary description, and i need to keep it somewhat formal…)
those mean bullies are such flyharmers, they need to go pick on someone their own size!
