a girl that wears a dress or skirt so short that you can see either her panties, lack there of or junk as she approaches you full frontal.
while at a reggae concert we saw a hoesn-tch wearing a red tube top dress. not only could you see her white panties as she approached but you could see the outline of all undergarments through the dress because it was so tight.
advice: if you hoesn-tches are going to flash your panties at least coordinate them with your outfit!
