Intelotocracy
a counsel of the wisest individuals rule the state and where those chosen to be on the counsel are elected by duel vote to rule by the acclaimed scientists of the state and by the other members of the counsel. in other words this would be a kind of academic meritocracy wherein all citizens will be naturally driven to seek an education princ-p-lly in science or engineering.
a community of scientists seceded from the world to create their own utopia for knowledge, forming an intelotocracy.
