the debit card provided by fema after natural or man-made disasters that can be used to purchase needed items not covered by insurance.
although named after hurricane katrina,this card is found anywhere a disaster occurs.
some purchases the card can be(and are) used for:
hotel rooms, food, clothing, toiletries, school supplies, gasoline, crack, meth, marijuana, prost-tutes (male and female), alcohol, automobiles and many other things too numerous too mention.
