comes from a new york post columnist in the 1970s who made a fool of himself. he was known in the new york journalistic community for making stupid jokes and laughing at them when n-body else would. this is commonly used among journalists in new york to describe someone who is a joke and not worth taking seriously.
joe’s presentation had him max-rothsteining frantically. it was terribly prepared and had no content, getting him a bad grade.
