upon completion of packing a bowl of weed, rolling a blunt, etc., the individual uttering “neighbs” (short for neighbor) claims second in line, as well as the direction of p-ssing. it is similar to calling “fives” or “shotgun” in that it is a way of claiming something before someone else does.
