an emo who likes to whine a lot and watches too much anime. an oktawian constantly wants attention and will often lie just to get it. oktawian also tends to attempt to be interested in politics but fails miserably and makes ridicules remarks instead. hes also tries to act cool and always says hes a delinquent.
